The submarine presence in Canada is being cut by half in a money-saving slash on behalf of Big Business:

This drastic move limits the underwater force to four RCN ships, the HMCS Chicoutimi, HMCS Corner Brook, HMCS Winsdor, and the HMCS Victoria. The HMCS Chicoutimi, however, broke down almost immediately after being purchased from the British, leaving seven submarines in Canada. With the loss of the WEM fleet, there are now just the remaining three to protect the world’s longest coastline.
