Each significant instance of violence between Sunni and Shia is viewed either as evidence that the civil war has started or is just around the corner.

More people have died in Nigerian religious violence than in the is-this-finally-the-start-of-a-civil-war civil war in Iraq. But no one cares about Nigeria.
