I took it to be code for “as those effing unions lost their foothold over the throats of every aspect of daily life, but please don’t break my kneecaps for saying it” but we both might be right.
Could be, but it prefaces the phrase with “over the last 20 years”, which specifically excludes the PM-ship of Thatcher, who was the one who released the UK from the death grip of the unions, 30 years ago.
